Algeria: management of the Internal Revenue Service office
Restructuring of the Algerian Fiscal System, including all tax management processes. The aim of the project is to provide the Inspector-General of Taxation (IGT) office with an integrated system that enables the management of all tax administration activities. The system will improve the Algerian tax collection system through greater control of tax resources and optimizing tax procedures.

The initiative includes a taxpayer helpline system via several communication channels: in person, by telephone and electronically, to offer various ways of serving taxpayers. The system is supported by a single taxpayer database which is used for front office and back office functions. In addition, there is an appointment management system making it possible to check appointments, manage and distribute the schedule of visits, and send out notices and reminders, as well as creating and processing dossiers, so that each dossier contains all the information required for tax management.
The taxpayer management process and the taxpayer account enable the processing of taxpayer data, identification, access to information and authorization to consult and carry out operations on their dossier online. The process can also manage taxpayer agreement accounts (taxes) and the items in the agreement (any element used to quantify the tax). Taxpayer agreement accounts are grouped in the taxpayer account. This provides a 360º view of the information.
The system also contains the presentation and recording of declarations/self-assessment, making it possible to receive and record declarations and self-assessments (recordings can be done manually or through automatic handwriting recognition systems).
Indra can also check self-assessments, so that once declarations or self-assessments are recorded in the system, the data is then checked and validated, and any errors found. If errors are found, a workflow system sends the cases to users so that they can make the necessary adjustments to the agreement account and items in the agreement and re-calculate the tax payable. The difference obtained is included in a settlement document.
The section on settlement includes the following taxes: Income Taxes (IT), Corporation Tax (CT), Business Activity Tax (BAT), Value Added Tax (VAT), Inheritance Tax, Property Tax, Water and Waste Management Tax, Investment tax, Registration fees, Stamp duty, Internal Consumption Tax (ICT), Surety fees, Single Tax on lump sums, Customs duty, Tax on Petroleum by-products and Road fund licence.
Treasury operations are carried out in returns management. Financial dues and auxiliary accounting are also managed and are integrated into the Administration's general accounting.
Thus, control of taxes is carried out, which consists in defining and executing tax control and inspection programs. The process uses taxpayer databases, dossiers and record of operations, or other search criteria, depending on the check to be made.
Finally, it includes resource management, which enables all operations relating to a resource to be centralized. The user can create various types of resource, from different origins. Each resource is linked to the dossier referred to.
Other items included in the project are the development of: a call center to process previous appointments and taxpayer helpline activities; BI to deal with the information as a whole; and a procedure to model the workflow for all user activities.
