Philippines bridge

Indra, a leading global technology and consulting company, has installed its cutting-edge technology on the recently opened modern toll expressway  connecting Cebu City to  the town of Cordova and Mactan Island in the Philippines across the country's longest and highest bridge.

Built on concrete piles that rise from the seabed, this major 8.9-kilometer Cebu-Cordova Link Expressway (CCLEX)  will have  significant impact in terms of the economy and tourism in the area, with daily traffic estimated to reach 50,000 vehicles. Its opening coincided with the celebration of the quincentenary of the first circumnavigation of the world by the Magellan-Elcano expedition, which went via the Philippines.

After being selected by Cebu Cordova Link Expressway Corporation (CCLEC), Indra installed the Horus integrated traffic and infrastructure management platform and its Intelligent Transportation Systems (ITS) from Indra's Mova Traffic line of solutions, on the expressway. 

Indra's platform allows real-time monitoring and control of all traffic and safety systems incorporated in the infrastructure for traffic management, with a single interface that facilitates operation and decision-making. The highly automated system helps to reduce the risk of incidents, automatically detects incidents when they do occur and streamlines incident management, all to the highest standards of safety and service.

Thanks to the static and dynamic weighing systems installed on the bridge, Indra's solution will allow access to the bridge by overloaded vehicles to be restricted, so improving the maintenance, upkeep and durability. Speed and access to the bridge can also be limited in adverse weather conditions. Drivers will therefore enjoy the highest levels of safety.

The scope of this project for the largest bridge in the Philippines includes fiber optic and communications equipment to provide connectivity for the entire expressway  and the supply, installation and integration of Intelligent Transportation Systems (ITS) and CCTV cameras, intelligent incident detection video surveillance, automatic license plate recognition with speed detection (ALPR), signage, variable message signs, and emergency telephone posts. It also includes monitoring the infrastructure using a variety of sensors, such as accelerometers, strain gauges, GPS, and electrical and lighting systems.

Digitization and sustainability of major infrastructure

“This project is a clear example of sustainable development where new infrastructure coupled with Indra's technology, besides producing greater safety for drivers, will boost the economies of Cebu and Cordova by making it easier to travel between them and to Mactan international airport. The reduction in travel times – by reducing CO2 emissions – will also help to improve environmental quality in the region,” explains Berta Barrero, Managing Director of Indra's Mobility market.
